MSR vs L118A?

I still dont get the difference between the MSR and the L118A. One is unlock at a higher level, and not allowed in TWL play, the other is allowed. Both are bolt-action, one shot kill weapons. WHATS THE DIFFERENCE!?

i know that the l118a scopes in faster and i believe it has a slower fire rate.
